French Minister assumes that Washington resolutions will require ratification and he is doubtful whether French post offices can withdraw by appointed date falling ratification before January 1st. Although I presume British post offices will withdraw as arranged, I have deferred action on your telegram in case you should wish first to enquire in Paris.
