French Minister assumes that Washington resolu-

tions will require ratification and he is doubtful

whether French post offices can withdrew by appoint-

ed date falling ratification before January 1st. Although I presume British post offices will with- draw as arranged, I have deferred action on your telegram in case you should wish first enquire in

Paris.
